Education Minister Rob Stokes said the program could only cover “modern problems that universally affect all young adults” given its 25-hour length.
Of the 88 cases between 1976 and 2000 reviewed in a recent report, 63 were declared solved, 23 remain unsolved, and two were not reviewed.
